On February 11, 2008, FEMA assistant administrator Glenn Cannon told a Congressional Subcommittee:

“We’re changing our whole planning focus now from Louisiana-centric to Gulf Coast-centric.”

This underscores why, when discussing DHS/FEMA readiness for a major disaster at a July 2007 House Oversight Committee Hearing, Matt Jadacki, Deputy Inspector General, Office of the Inspector General, Department of Homeland Security, said:

“We’re not there yet.”
